POSITION SUMMARY:
Immediate need for an experienced Technical Writer to support the Army National Guard (ARNG)
Education, Incentives and Employment Division (ARNG-GSE). The purpose of the work is to
demonstrate mastery of writing skills and research practices to provide direction in communication of
the organization’s programs and policies. Work involves establishing criteria for all publications,
articles and any correspondence handled by the Director of the ARNG (DARNG), GSE, and other
Federal, State and local agencies. The work contributes to the achievement of program objectives by
clarifying the issues and achieving meaningful communication between the National Guard Bureau
(NGB), ARNG, and Federal, State and local agencies and other headquarters level entities.
Use professional judgment, experience and resourcefulness to develop strategies used in policy
formulation and in deviating from standard communication practices or strategies to develop methods
appropriate for specific issues at the Directorate level. Frequently, the contractor is recognized in the
development and interpretation of guidelines used in the GSE Directorate.
COMPLEXITY LEVEL:
Work includes development of communication strategies, and communication plans covering the
complete spectrum of the Army National Guard (ARNG) programs; establishing and maintaining
effective working relationships in achieving understanding with groups or organizations indifferent to
or having opposing points of view to ARNG programs and policies; understanding and responding to
technical requirements associated with securing resources to meet the objectives of mission of GSE.
Recommendations on the formulation and articulation of agency policy in communicating ARNG
programs more effectively and developing and initiating varied approaches and strategies in
communicating the ARNG objective(s).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Serves as a staff strategic writer and researcher focused on writing and obtaining grants in
support the 54 states, territories and District of Columbia’s Employment and Education
programs, and Army National Guard (ARNG) in direct support of the DARNG, Chief, GSE and
the Employment and Education Outreach Branch.
- Researches, plans, prepares and articulates grant material which receives the close scrutiny of
the Department of Defense, Department of the Army, Military District of Washington,
Congressional committees and other military and governmental organizations.
- Writes white papers, information papers, and correspondence targeted to Senior Leaders in
the Department of Defense, Headquarters DA, Office of the Secretary of Defense,
Congressional committees and other military and governmental organizations.
- Prepares and coordinates documents which may assist in gaining resources, both public and
private, which will provide assistance to the GSE-J and the 54 States, Territories and the
District of Columbia in providing employment and education outreach programs to their local
Soldiers, their Families and the local community.
- Conducts extensive research and writes articles that are informative to a variety of audiences.
Prepares correspondence and tasking letters as required.
- Serves as author or co-author for various types of technical documents; i.e., drafting and
compilation of articles for National Guard publications, drafting citations for Senior Leaders,
annual reports, posture statements and other strategic level documents as well as review and
analyze legislative related language.
- Ensures all documents conform to applicable regulations, style manuals and standards of
technical publication. Also closely monitors conformance to standards of technical publications
by the organizations supported.
- Maintains records and archives of all documents processed by GSE within the Army National
Guard.
- Assists team members in editing and writing, as required by the workload. Keeps abreast of
current developments and current events pertinent to the DARNG programs, Federal, State
and local agency workforce and employment related initiatives and funding opportunities as
well as legislative initiatives that could impact GSE initiatives.
- Responsible for the review and editing of products leaving the GSE.
- Promotes understanding of the mission and significant contributions of the Army National
Guard.
- Performs other duties as assigned related to employment and education outreach and
strategic communications initiatives relative to GSE.
KNOWLEDGE AND SKILLS REQUIRED:
- Mastery of grant writing.
- Mastery of communications principles, methods, practices, techniques and analytical methods
as well as interpersonal relations practices.
- Skill to apply this mastery in developing new methods and approaches in planning, integrating
and evaluating the overall communications of the DARNG, the GSE and specifically GSE.
- Skill in transmitting information in writing so that the intended audience comprehends the
article by achieving an understanding of a point of view.
- Skill in writing position papers, articles and main publications which receive the close scrutiny of
the Department of Defense, Department of the Army, Military District of Washington,
Congressional committees and other military and governmental organizations.
EDUCATION & EXPERIENCE:
- Bachelors Degree in English or related field.
- Four plus years of experience or an equivalent combination of education and training that
provides the required knowledge, skills, and abilities.
- Must be proficient in Microsoft Word, Excel and Power Point.
- Must be familiar with the National Guard, its policies and procedures.
- Must be familiar in employment and workforce related initiatives
- Must be familiar with techniques to leverage partnerships and relationships with other Federal,
State and local agencies
- Must have current and valid driver’s license.
- Must have satisfactory oral and written communications skills.
- Must have satisfactory interpersonal skills
- Must have experience in grant writing
- United States Citizen
The place of performance is in Arlington, Virginia. Applicants should be local to this area. No
relocation assistance will be provided. Some travel is required. Contract to hire.
